I have noticed that the time given for each appointment was 10 min but quite often my consultation lasted less than 5 min and to discuss another problem I had to book a new appointment which could have been delt with in 2-3 min at same time. Proper use of 10 min will help to decrease load on NHS.

Decisions about time management during appointments is one for individual GPs, not the UK Government or Parliament. You could raise this issue with your local GP practice directly.
