Stop local authorities fining anyone registered as a local resident when they are parked in a residents bay in any part of a RPZ.

Additional Information

Proposes an amendment to the Road Traffic Act 2004.
That local councils can no longer fine a registered local resident with vehicle registered in their name at the council's offices parked in ANY residents parking bay wether the driver is displaying a residents permit or not and that in the event that a resident has to hire a car to replace their vehicle for a time that vehicle is too exempt from parking fines provided that the resident proves that the vehicle is rented to their household and that lastly no resident parking scheme should operate without it also providing a discount for those residents using local town centre car parks. (eg £1.50 with residents permit displayed, £6, without. Note permit would need to be displayed for discount to apply as car park may be run by other body. Would not apply to those car parks offering all day parking for £1.50 or less.)
