Make E-Petition debate votes legally binding if 1m+ signatures

Additional Information

If more than 1 million citizens sign an on-line E-Petition on an issue not only should a debate and vote in the House of Commons be held but the Government should then be legal bound to hold a referendum of the entire population on the issue AND to then act in accordance with the outcome of that referendum.
This would properly reconnect Government with the people and would be true democracy in action because the people would then get what they want. For this reason this petition is unlikely to succeed regardless of the number of signatures it attracts.
