Banks often charge disproportionate fees for failed direct-debits, but remain unpaid.
Those on low income are disproportionately penalised.

Banks must check sufficient funds before transferring money to direct-debit.

Cashpoints already check balance. It is not difficult.

In this way, customers will avoid unneccessary unauthorised overdraft and other fees.

For each statutory circuit meeting of Payments Council, and new Credit Reference Council, 12 members must be selected by local jury list.
Each must be able to remove obstructive banking and credit members.
