Changing the drinking laws in regards to age

Additional Information

Change the drinking laws in regard to age, but by volume.
Not allow the 18-21 year old buy any form of alcoholic drink over 4% volume and
the 21-25
any alcoholic drink over 12%.

Strict rules on showing age related passes to the sellers of alcoholic for the under 25's.
