The issue of those who breed from their pets, thereby raking in thousands of untaxed money needs to be addressed. All sellers of dogs, not just breeders, must register. The buyers then register at a vet, the incentive to do so being either cash back, or first health check being free. This way there can be a cross check of sale and purchase. Puppy business is BIG business. All tax free.
