Beef testing costs

If there has to be testing carried out on beef and products containing beef, then the costs of these test if they turn out to be negative and show up horse meat content should be charged back to the companies that have supplied these products.
Why should the consumer have to pick up these costs,which we all know will be passed onto the consumer in some ways, they need to charge the large supermarkets for this and if they complain then tell them that had they tested these products themselves on a regular basis then this wouldn't have happened or would have been nipped in the bud earlier.
