The recent case of Daniel Pelka has illustrated again that loopholes exist in the provisions for the protection of children.
Whilst a large majority of parents are good there needs to be a way to ensure that cruelty at home is exposed when the child is at school.
Teachers are often afraid to become involved in case they prejudice legal cases and the systems within schools are too bureaucratic.
We feel that a small working party should be set up to ensure that the ideals established in previous enquiries are achieved.
In summary:
We the undersigned believe that the provisions of Working Together to Safeguard Children: 2013 do not provide an effective legal framework to ensure that further instances of serious child abuse are prevented as key responsibilities in the assessment strategy are not prescriptively allocated to professional bodies or individuals and there is no overall statement of operational responsibility for protecting the vulnerable
