The Government e-Petitions Team gave the following reason:

The UK Government and Parliament are not responsible for fining media organisations. In any case, the reporting of food shortages isn't illegal.

You could start a petition calling for a new offence making it illegal for media organisations to make statements which could incite public panic, if that's something that you'd like to happen.
