Make it compulsory for all dogs to be on a lead when in all public places.
Make it unlawful for a dog to be out in any public area without a lead and under control .
This is to insure we reduce attacks on the public
Reduce attacks on other dogs
Reduce attacks on live stock
Reduce attacks on any other animals .
