Coucil tenants should be vetted by neighbouring home owners

Council tenants should be vetted by neighbouring home owners. Then 3 month review with council. This would ensure that the neighbourhood will not be effected by anti social behaviour. If there is a problem then these tenants should be immediately removed by the council.
