It is widely known that unless both parents are willing both in payments and information sharing that it is incredibly easy to fall through the holes of this system.
Using the c.s.a is an absolute bottom of the barrel last resort for anyone.
I suggest-
Benefit sanctions for avoidnt parents "making work pay"
Compulsory three month contacts "touching base with the agency" to assess changes of circumstances in order to ensure children do not miss out.
Extreme cases.
Removal of parental rights. Half the rights means half of the responsibility. Avoiding commitmental to child support isnt responsible.
Make avoidnt parents pay to use the system.
Removal of driving licences/passports/custodial sentences.Not informing of changes of circumstances is essentially fraud. Not providing for your children is Essentially Neglect. They should be treated as so.

The c.s.a as it stands does not work. Charging resident parents to use the service simply will not work. Its time for change.
