Debate in parliament is often meaningless because of the non a swering of important questions. Prime minister's questions is a prime example.

The Government e-Petitions Team gave the following reason:

We can't accept your petition because the UK Government and Parliament as a whole aren't responsible for the issue you raise.

Order in the Commons is the responsibility of the Speaker, and individual MPs are responsible for how they answer questions.
