Scrap tax for cars > 15 years old & < 5000 miles/year

Additional Information

Pensioners often own older cars that travel only short distances. Their car is essential to them for access to local fitness/social events, hospitals, voluntary work and the like. £230 per year to travel 4000 miles is far too much. Scrap it or base it on miles per year/emissions
