Allow English/Welsh/Northern Irish voters to vote in Scottish Independence referendum

Additional Information

Scottish Independence is as important to the rest of the United Kingdom as it is to Scotland. Some would say the rest of the UK would be better off with an independent Scotland, others that the union should be retained. The whole of the UK should have a say. The government should take action to make Scottish independence a national issue and subject to a national vote.
