Make drivers stop when they hit a cat

Additional Information

Drivers should be forced to stop if they hit a cat in a populated /residential area, as they are for dogs. they should be fined and recieve points on their lincense if not facing jail time. They should be forced to compensate the family for the loss of their beloved pet and any vets bills incurred to the pet owner because of the dangerous driving and they should be put up in court for animal cruelty. At a bare minimum they should be made to stop and face the owner and tell them what has happened and appologise.
