National service not prison
It's been proven for years that prison is not making much head way in reforming criminals to decent trust worthy citizens.
The answer could be don't lock them up for 22 hours a day, with sky tv and the gym.
A modern national service style system getting these people involved in hard work mixing with other people and learning them life skills to take with them onto their civvy life.
To teach these people manners and to realize you have to work hard for what you have not to go out and steel it!
Hard work fitness healthy eating is all the main properties of a decent military style education!
