Fines by government bodies and councils and related organisations, seems to be able fine people in mechanisms not comparable with each other, e.g. £10 per day for not doing your annual tax self assesment (a killer if you didn't think you had to do this), overnight fine of £40 for forgetting a Congestion charge - these are really designed to punish the forgetful with a view of creating money from them. There should be more lenient fining mechanisms - e.g. they should all be at least 6 weeks to address/pay - allowing for people paychecks to come through otherwise you get penalised for being paid at the end of the month
