Set up a legally binding code of conduct/ethics for insurance companies.
Currently it is completely legal for insurers to deliberately use delaying tactics when dealing with no fault insurance claims. Make it illegal to delay claims by constantly changing case handlers, refusing to acknowledge communication and simply stalling just to name a few.
