Never Paid in, Never Pay out.
If individuals have never contributed to tax or National insurance, then they have no rights to receive payments out. All individuals to have contributed at least 2 continuous years of tax and national insurance in order to qualify for any benefit payment. All first time claimants to receive food stamps only. Individuals who have been made redundant following many years of contributions to receive unemployment benefit without means testing. No grants for pregnant teenagers (currently some can claim up to £500). Again - just food stamps only.
Basically - no cash payments if an individual has never contributed.
