NHS a privilege, not a right for convicted rioters

Additional Information

Taking away social housing and/or income benefits from convicted rioters will potentially result in a widening of any existing rich/poor divide and as such, could lead to further dissent.

Is it not time we started seeing the NHS as a privilege, rather than a right, and reduce or cut off this privilege from those that are intent on terrifying our cities and endangering our families.
