Convicted rioters should do voluntary work in developing countries.
Cutting off benefits from convicted rioters will immediately increase crime rates.
The question is how to change anti-social behavior, not to take short-term revenge from them.
If convicted rioters were given the opportunity to see how their work can improve living standards of communities in developing countries, they would re-consider their values and change their aggressive and deeply consumerist behavior that turns them to aggression.
This behavior could be summarised as "I want what the other person has got, without having to put any effort because the world owes me".
We should not suppress but convince these people of what matters in our society and why this will be more functional for everyone.
