Introduce the Single Transferable Vote for local elections in England.
From 2007, local elections in Scotland have used the Single Transferable Vote- a system that asks voters to rank candidates in multi-member constituencies, ensuring fair representation. Introducing this in England would help to end the dominance of single groups in many councils throughout England.
