Parents should pay for damage caused by their children
If a teenager is too young to be punished for damage they have caused, then their legal guardian(s) should be fined to compensate the victims.
Parents need to take control of their children until they become of legal age to be prosecuted. If the parents can not control their children as responsible parents then they need to be punished financially. This will make more parents become stricter with unruly children and prevent more tax-payers picking up the bill for damage caused by teenagers.
