The House of Lords is in need of reform to an elected second tier of government.
In view of the recent exposures of members activities and expenses the House of Lords requires urgent reform and members should be elected and not sit as of right. The second chamber is also over subscribed by individuals who attend very rarely and have little influence on government issues.
