Make it against the law to hit a cat and drive off, as it is for dogs
My beautiful boy was hit by car, the driver didn't stop. Two ladies witnessed it and called me. Luckily he didn't suffer, he died instantly. Most people live unaware that their cat has been killed! It's illegal to hit a dog and drive off but not a cat? Are cats not just as important? It's wrong!
