Average Cost for one child to swim up 25 meters can be in excess of £250. The cost to the average family can easily be excess of £1000.
Local leisure centres are not cutting cost due to their own overheads. They lack a strategy to cut their own costs.

The Government e-Petitions Team gave the following reason:
It is clear that you are concerned about the numbers of children who can swim 25 metres and the cost of swimming lessons. However, we are unsure what action you would like the UK Government or Parliament to take.
If you would like a law to regulate the cost of swimming lessons, we could accept a petition on that. Alternatively, if you would like the Government to subsidise or provide free swimming lessons to children, we could also accept a petition on that.
