Groups of more than four youngsters, aged 16 or less, should have adult supervision when in public places.

Additional Information

Large groups of youngsters spend an inordinate amount of unsupervised time in each others company, which has all sorts of negative consequences and which hasn't been helped by the creation of huge, crowded secondary schools. Parents of unsupervised youngsters, congregating in groups of more than four in public, could be held to be negligent and some form of action taken against them, as they have a duty of care towards their children at ALL times.
