Punish all rioters

Additional Information

Take the rioters to Court sentence them to a term in prison then the Judge could say. "Your sentence will not start today. It will start at our convenience not yours. We will let you know when." It would be a definite sentence not suspended. New prisons would not be needed, and if they re-offended there would be no need taking them to court with all of the expense etc you just invoke the outstanding sentence.
