Hard drug users who commit crime to feed their habit should be detained for treatment

Additional Information

This is to try and bring in a similar model to the mental health act. It's for drug users who mug, burgle, prostitute, repeatedly to support their habit. These people cause a blight on their neighborhoods, they support unsavory characters and they support despotic regimes.
