The elite tier of club rugby in England has operated a "salary cap" since the late-1990s, as a method of keeping overall costs down and to ensure parity between teams so wealthy teams cannot entrench dominance by signing many more top players.

Serious allegations have recently appeared in the national press to the effect that some clubs have been found to be in breach of the "salary cap", but that no action will be taken as a result of threats and poor internal governance and potentially bringing the entire sport of rugby union into disrepute following the World Cup unless urgent action is taken to remedy this mischief.
