Introduce random drug tests on MP's and members of the House of Lords.
If you are unfit to drive because of drink or drugs then you are unfit to run the country.
Many public and private organisaitons already demand that their staff are subject to random drug and alcohol testing.
The same should apply to the goverment of this country.
All test results should be made public immediately and anyone failing the test should be suspended from the government.
Repeat offenders should be dismissed.
