Do not pay out for illegally operating businesses affected by riots

Where businesses affected by the riots are operating under illegal circumstances, they should not be subject to payouts from tax payers. This is due to the businesses taking risks, potentially putting customers at risk and gaining advantages over other businesses in the same markets that have not been able to survive in the current climate.
