Compensate Parish Councils when an NP Referendum is not held within 90 days.
The Localism Act provides for neighbourhoods and Parishes to prepare a Neighbourhood Plan. Once this has been approved by local referendum the parish share of Community Infrastructure Levy increases from 15% to 25%. Many Principal Authorities are delaying holding referenda.
Example: St Neots Town Council Neighbourhood Plan was approved by External Examiner for Referendum February 2015. Eight months later Huntingdonshire District have failed to hold a referendum or provide a date of any future referendum and retained Community Infrastructure Levy charges for use outside of the Neighbourhood Plan area.
The amounts retained by Huntingdonshire District Council are of significant value as St Neots is said to have the highest percentage growth rate in England.
