Introduce a modern "National Service" for all young people
The Government should introduce a modern "National Service" for all young people, similar to the system in some European countries, including a short period of basic, but disciplined, military training, and a period of community service or voluntary work.
Approved training schemes, industrial placements or apprenticeships could be alingned as exit paths, with vocational training, and additional literacy/numeracy education for those in most need to get on the employment ladder.
The programme could include community clean-ups, basic maintenance of local amenities, and other public service activities that are under-resourced or otherwise not cost-efffective to out-source.
The effectiveness of the scheme should be audited against the savings in long term benefit payments, and the improvements in local amenities.
