Council are raising wrong revenue to issue wrong penalty charge notice to drivers to rip them off because drivers don't waste time challenging the penalty charges

Additional Information

Lately the councils are making huge revenues from penalty charges and they don't get punished if the indipent adjudicator cancel them. This is a win situation from the council and a lose one from the drivers whatever happens
