Stop MP's voting if they don't attend the debate for 15 minutes before division.
I have observed on many occasions that a majority of MP's who have not been present at debates turn up at the division to vote.
I believe these members cannot come to an informed decision on these matters if they haven't heard from all interested parties.
The Scotland Bill 2015 report stage on the Nov 9 2015. During this debate there were on average 100 MP's in the chamber. Yet when the first division was called on new Clause 1 over 400 to 500 members voted in the division. This continued to be the case during the several divisions that followed.
