Free and open admission as to the illegality of Council Tax.

Additional Information

Wondering through legal papers, forums and other sources, I found that a 'Notice' and a 'Bill of Exchange' are two different things.
A 'Bill of Exchange' is an agreement to pay an amount of money to another party for services rendered (Basically).
A 'Notice' to pay council tax (Your Council Tax Bill) is NOT a 'Bill of Exchange' as it does NOT have a counter-signature on an agreement made between you and the council, therefore it has no value.
As the Council Tax Bill is illegal request for money, paying is ALSO illegal. WE are breaking the law by paying Council Tax.
Council Tax was also introduced as a temporary measure.
The things that Council Tax purports to fund are already funded by Income Tax, VAT and other income-base taxes.
Taxes are proportional sums paid according to the MEANS of the individual.
Whilst irresponsible to ask for a refund of all over paid and illegally obtained monies, we simlpy finish off paying the years' 'Bill' and cease this fantastic Tax altogether.
