Allow people to obtain a license to arm themselves.
With the current threats from terrorist organizations and the recent attacks around the world, people should have the option to be able to obtain a license with strict background checks, allowing them to arm themselves for self defense in the event of a terrorist attack.
Not only can this be used for self defense but this could also be used to defend other people who are unarmed. In the event of an attack, the time it takes for armed response to be notified and arrive, could have already resulted in loss of life.
