Regulate MPs speech time so that bills can be voted and not boycotted!!
Boycott is being used by MPs to waste public money, parliamentary time, and to bully others not to vote.
If an MP is unable to deliver a comprehensive speech in time it means he is an incompetent MP unable to express the very basis of his own post: speaking on behalf of his constituency.
Two recent examples of how this boycott is used to get nothing done by disrespectful MPs in Parliament:

By not stopping this abuse, all parliamentary members are subsequently incompetents.
