Include parents in the punishment process for rioters
At least one parent of a convicted rioter should be included in the punishment process. A working parent should be given the option of community service or increased tax to contribute to investment in the riot areas. A parent in receipt of benefit should continue to receive benefit but must complete a mandatory period of community service.
