Make baby formula milk prescription-only
The NHS, WHO and Unicef recommend exclusive breastfeeding for 6 months but just 1% of mothers do this. Formula milk is available to buy in the shops yet it leads to more infections and illnesses for babies and mothers who use it. It should be harder to get, but free for those who can't breastfeed.
