Allow all driving Licence holders to have 17.5 tonne entitlement

Additional Information

I have been made aware that before a period of time standard driving licences gave drivers the entitleent to drive upto 17'5 tonne lorries without having to take another test. For many this lowers the prospect of progressing in their careers or even being able to get jobs. Current driving licences should have this entitlement aswell.
