make government, not students, fund disadvantaged student schemes.

Additional Information

Currently university schemes to assist disadvantaged students are funded from fees obtained from fees paid by students. This is clearly wrong as schemes to help disavantaged sections of society should be funded as a national responsibility, i.e. government.
