Make it the law for all dog walkers to carry poop a scoop bags in a public place

Petition Details

Present dog fouling legislation is inadequate to deal with the inconsiderate dog owners that allow their dogs to foul in public. If all dog walkers were made to carry bags in a public place then enforcement does not just rely on catching the offender in the act of allowing their dog to foul.
