Introduce a text service for emergency services for when voice calls aren't safe

Petition Details

A text service is needed for when emergency services are required but it isn't safe to make sound. An example of this situation would be a terror attack or home break in where a person would have to hide for their safety. A voice call to 999 would attract attention from the attacker, a text is safer
