Make 29th February a public holiday every leap year.
Every leap year (every 4 years), salaried workers loose out by working an extra day in the year, while big business get an extra day free labour.
The general public should be the beneficiaries of the extra day. If they work it, they should be rewarded the same as for any other public holiday.
