Exchange Benefit Money for Vouchers
Instead of providing benefits in a monetary form people should instead be provided with food and clothing (and any other necessities) vouchers to be exchangeable in shops. This prevents benefit money being spent inefficiently. The message from the wider society is that "we will look after you if you are unable to look after yourself, but if you want luxuries then you will have to work for them".
