Create a Bank Holiday for each leap year - 29th February.
The average length of a year is 365.25 days. So every 4 years we have a leap year, as is the case this year.
Therefore we work 0.25 days extra days per year without pay, so why not have an extra bank holiday for our efforts. I'm sure the economy could afford it.
