commission a separate independent review of banking culture
The City regulator, the Financial Conduct Authority (FCA), has shelved plans for an inquiry into the culture, pay and behaviour of staff in banking. The government can't intervene in day to day operations but it can instruct it's own review so let's petition them to discuss it.
